Consultation Overview
Commission Regulation (EU) 2015/1222 of 24 July 2015 establishing a guideline on the capacity allocation and congestion management (the ‘CACM Regulation’) laid down a range of requirements for the cross-zonal capacity allocation and congestion management on the day-ahead and intra-day markets in electricity. Chapters 5 and 6 of the CACM Regulation specifies requirements for the Single Day-Ahead Coupling (SDAC) and the Single Intraday Coupling (SIDC), including the provisions for setting the harmonised maximum and minimum clearing prices for SDAC and SIDC in accordance with Article 41 and Article 54 of the CACM Regulation respectively.
NEMOs are now consulting on amendments to the HMMCP SDAC and HMMCP SIDC Methodologies, in accordance with Article 12 of CACM. Besides any re-phrasing and clarification improvements this public consultation intends on addressing proposals relevant to liquidity concerns for both SDAC and SIDC and proposed adaptations due to the introduction of the 15min products and the 15min MTUs in SDAC and SIDC.

A summary of the proposed amendments for HMMCP for SDAC and HMMCP for SIDC Methodologies texts is as follows:
- rephrasing/clarification improvements of existing content.
- adaptations for the triggering events relevant to the number of the MTUs considered and the co-existence of multiple-duration products.
- introduction of conditions on market liquidity both for SDAC and SIDC relevant to the triggering of an event to be considered for the update of the harmonised maximum and minimum price levels.
- proposal for reverting the changes on the HMMCPs levels when no further triggering events are monitored after one year of the last update of the HMMCPs.
- updated the Appendix for the list of NEMOs for which the HMMCP SDAC and HMMCP SIDC methodology applies for.
Why We Are Consulting
Any amendment of CACM Terms, Conditions or Methodologies needs to be submitted for public consultation for at least one month (pursuant to art 12 of CACM) to consider stakeholder´s views on this reviewed proposal.
